ТО THE EDITOR OF THE TIMES.
Sir,—At this critical and important moment it is not fair to manufacture new problems from the air or in other mysterious ways. One of these nebulous schemes is that of erecting soi-distant “autonomies” on the Baltic of Lettish or German complexion. But the future of our Baltic Provinces ought to be decided by Russians alone, and Admiral Koltchak has practically said so. It would only commence new quarrels among old friends if it were suggested that Russia, after losing 9,000,000 men in the Allied cause, were threatened with a further loss; her Baltic seaboard, which, as Baron Heyking, the distinguished authority on this question, has pointed out, became part of Russia voluntarily.
